BACKGROUND

The City of University Park developed schematics for improvements to Lovers Lane from Douglas Avenue to Lomo Alto Drive, with funding from Dallas County through the Major Capital Improvement Program (MCIP) 6th Call. University Park (UP) was subsequently awarded funding to construct the improvements through the MCIP 7th Call. These improvements will require modifications to the intersection of Lovers Lane and Dallas North Tollway (DNT) inclusive of the traffic signal at that location which is the City of Dallas's responsibility. However, the modifications impacted the traffic and multimodal movement into the City of Dallas's portion of Lovers Lane. For this reason, the City of Dallas applied for and was awarded funding from Dallas County through the MCIP 7th Call for the study and implementation of pedestrian improvements and traffic signals upgrade from Inwood Road to Lomo Alto Drive/UP City limits.

Lovers Lane is identified as a bicycle route on the 2011 Dallas Bike Plan, and there is a desire for complete streets improvements to improve walkability along the corridor and provide a connection to the shared-use path that the Aviation Department is implementing along Lemmon Avenue, which in turn will connect to the Bachman Lake...
