BACKGROUND

 

Several milestones have occurred to get the Advanced Traffic Management System (ATMS) Project to where it is today. On June 25, 2014, City Council authorized a Local Project Advance Funding Agreement (Contract No. STS-2017-00002613) with the Texas Department of Transportation (CSJ No. 0918-45-888) for the design, test and implementation of new communication technologies at various city-wide locations by Resolution No. 14-1033.

 

On September 10, 2014, City Council authorized a Local Project Advance Funding Agreement (Contract No. STS-2017-00002612) with the Texas Department of Transportation (CSJ Nos. 0918-47-094 and 0918-47-095) for the acquisition of hardware, software and communication equipment for a central computer system for the City's Advanced Traffic Management System upgrade project by Resolution No. 14-1471.

 

On June 10, 2015, City Council authorized an amendment to the Local Project Advance Funding Agreement (Contract No. STS-2017-00002613) with the Texas Department of Transportation (CSJ No. 0918-45-888) for the design, testing, and implementation of new communication technologies at various citywide locations by Resolution No. 15-1061.

 

 

 

On August 23, 2017, City Council authorized an acquisition contract for the purchase and implementation of an Advanced Traffic Management System (ATMS) for Mobility and Street Services in the amount of $6,352,990.03 and a five-year initial service contract, with one five-year renewal option, for maintenance and support of the ATMS, with Ericsson, Inc., in the amount of $3,523,537.71 by Resolution No. 17-1334. The initial maintenance and support contract will expire September 12, 2022.

 

On August 13, 2018, Supplemental Agreement No. 1 to the Acquisition Contract was authorized by Administrative Action (AA) No. 18-6307 to allow for the change of bill of materials and on April 29, 2019, Supplemental Agreement No. 2 to the Acquisition Contract was authorized by AA No. 19-5894 to increase the initial contract by the amount of $38,307.99, to set up a Microsoft Azure commercial cloud instance to host login services.

 

Bond Funds will be used for the cloud support services and optional support services and Coronavirus State and Local Fiscal Recovery Funds are being used for the maintenance services for this renewal.

 

At this time, it is necessary to exercise the five-year renewal option for the maintenance and support contract with Ericsson, Inc., to avoid interruption of maintenance and support services. The ATMS program is integral part of the Signal Synchronization project.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 25, 2014, City Council authorized a Local Project Advance Funding Agreement (LPAFA) with Texas Department of Transportation (TxDOT) (CSJ No. 0918-45-888) for the design, test and implementation of new communication technologies at various city-wide locations for a period of ten years by Resolution No. 14-1033.

 

On September 10, 2014, City Council authorized a Local Project Advance Funding Agreement with the TxDOT (CSJ Nos. 0918-47-094 and 0918-47-095) for the acquisition of hardware, software and communication equipment for a central computer system for the City’s Advanced Traffic Management System (ATMS) upgrade project; the establishment of appropriations in the Texas Department of Transportation Grant Fund; and a required local match by Resolution No. 14-1471.

 

On June 10, 2015, City Council authorized an amendment to the LPAFA (CSJ No. 0918-45-888; Resolution No. 14-1033) with TxDOT for the design, testing, and implementation of new communication technologies at various citywide locations; an increase in appropriations in the Texas Department of Transportation Grant Fund; and an increase in local match by Resolution No. 15-1061.

 

On February 27, 2017, the Transportation and Trinity River Project Committee was briefed on the Advanced Traffic Management System Project Update.

On June 23, 2021, City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.

 

On September 22, 2021, City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the ARPA funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Funds by Resolution No. 21-1590.

 

City Council was briefed on “Traffic Signal Infrastructure and Data Management Update” on April 06, 2022.
