BACKGROUND
On May 31, 2022, the City of Dallas accepted an application for a Ceremonial Street Name request “Topper” on Dennison Street between Puget Street and Harston Street.
On July 15, 2022, notification signs were put up on Dennison Street between Puget Street and Harston Street notifying the community of the proposed Ceremonial Street Name in accordance with Section 51A-9.503(b) of the Dallas Development Code.
On July 15, 2022, notices were sent to 30 property owners which abut the street notifying of the proposed hearing of the Ceremonial Street Name request before the City Council on August 10, 2022 in accordance with Section 51A-9.503(b) of the Dallas Development Code. The newspaper notice for August 10, 2022 City Council hearing was published on July 18, 2022.
Reverend (Rev.) Dr. Walter Bookman had a long history of community service for more than 10 years. He was the Pastor, and then Pastor Emeritus of New Morning Star Baptist Church for over 40+ years until his death in 1995. For years on Sunday mornings, the church fed breakfast to the homeless and others. He was founder/ moderator emeritus of the Unity District Association and founder / emeritus of the Dallas West Ministerial Alliance. He received leading awards for religious and community service. He received a Humanitarian Award from the Massed of Atisam and was also honored by the Interdenominational Ministers’ Alliance as “The Man of the Year”.

Section 51A-9.504(a)(1)(C) is complied with as there has been no other city street renamed “Rev. W. Bookman”; Section 51A-9.504(b)(3) requires that the street topper must have “In Honor of” as the top line of the topper. The request complies with all other sections of Section 51A-9.504 of the Dallas Development Code.

There has been no prior action.
FISCAL INFORMATION
This action has no cost consideration to the City. New street blades to be prepared and paid by the applicant (Total cost estimation $302.00).
