SUBJECT

Title

Authorize the purchase of mobile vacuum prime centrifugal pumps for the Water Utilities Department with Romco Equipment Co. through the Local Government Purchasing Cooperative (BuyBoard) agreement - Not to exceed $217,380 - Financing: Dallas Water Utilities Fund

Body

BACKGROUND

The purchase of mobile vacuum prime centrifugal pumps for the Water Utilities Department will be used as replacement for the current pumps that are approximately 20 years old, unreliable, and have become very costly to maintain. The new pumps will be used for de-watering sewage basins, holding tanks, and other wastewater components. This equipment is mobile pumps and can be used in a wide variety of plant operations.

During high flow events, these pumps are especially critical to assist maintenance staff with repair activities.  Further, procurement of these pumps will help the department meet or exceed Texas Commission on Environmental Quality permit parameters. The delay in the procurement of the pumps would adversely affect the plant maintenance staff in responding effectively to emergency situations, i.e., permanent equipment malfunctions and sewage flooding conditions on plant property.

The Local Government Purchasing Cooperative (BuyBoard) agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
