BACKGROUND

 

Since 2007, the City of Dallas and the Tarrant Regional Water District (TRWD) have partnered on the development and construction of an integrated raw water transmission pipeline system that is required to meet future water needs in North Texas. The Integrated Pipeline (IPL) Project will bring water from Lake Palestine, Richland-Chambers Reservoir, and Cedar Creek Reservoir to Dallas and TRWD in a more reliable and cost-efficient manner. The approximately 150-mile long raw water transmission pipeline from Lake Palestine to Lake Benbrook ranges in diameter from 84-inch to 120-inches and will convey raw water with a planned peak capacity of 347 million gallons per day (MGD). Dallas’ portion of the shared pipeline capacity is a planned 150 MGD. Included within the IPL Project is a delivery point near Joe Pool Lake constructed for Dallas’ use.

 

On September 26, 2018, City Council authorized a professional services contract with HDR Engineering, Inc. to evaluate alignment alternatives and conveyance methods to deliver 150 MGD to the Bachman Water Treatment Plant. A preferred alternative and associated alignment were recommended and accepted by Dallas Water Utilities for further development. This alternative utilizes Joe Pool Lake for eight miles of open channel flow and another 21 miles of gravity pipeline flow from the northeast end of Joe Pool Lake to the Bachman Water Treatment Plant. HDR Engineering, Inc. has completed a Preliminary Design Report for the selected alternative that includes key elements, design criteria, and an implementation plan.

 

 

This action will authorize Supplemental Agreement No. 1 to the professional services contract with HDR Engineering, Inc. to advance the recommended alternative for delivery of IPL water to Bachman Treatment Plant. Engineering services to be performed under this supplemental agreement include field reconnaissance to identify any new development or conflicts with the siting of recommended facilities and the pipeline alignment corridor, initiation of water rights permitting to discharge and withdraw water from Joe Pool Lake, field and research work to evaluate risks related to potential environmental, cultural, and archeological sites, topographic survey of the pipeline corridor, and initial Real Estate services that include tracking of 122 parcels and the preparation of field notes and legal descriptions to acquire up to 20 parcels identified as critical for early acquisition.

 

Following completion of the efforts included in this supplemental agreement, engineering services will be completed by future supplemental agreement or separate contract to advance the project to 30 percent design and begin property acquisition services. The IPL project with TRWD is on track to connect Lake Palestine by 2027 and the delivery of water from the IPL drop off point to Bachman Water Treatment Plant will be the last step to add this water source to the DWU system. Right-of-way acquisition is planned to begin in 2024 with construction starting as early as 2026 and being completed based on the timing of future demands.
