Authorize a construction services contract for the construction of The Bottom Phase II - Sparks Street from Hutchins Avenue to Levee Street; Cleaves Street from Canyon Street to Levee Street; Hart Street from Canyon Street to Levee Street; and Connector #1 between Cleaves Street and Hart Street - Camino Construction, L.P., lowest responsible bidder of three - Not to exceed $4,285,255.00 - Financing: Street System Facilities Fund (1995 Bond Fund) ($15,660.00), Street System Facilities Fund (1995 Bond Fund) ($1,559,255.00), Street and Transportation Improvements Fund (2003 Bond Fund) ($314,059.00), ECO (I) Fund (2017 General Obligation Bond Fund) ($827,436.00), Water Capital Improvement F Fund ($942,585.00), Water Construction Fund ($13,550.00), Wastewater Capital Improvement G Fund ($604,910.00), and Wastewater Construction Fund ($7,800.00)

BACKGROUND
The Bottom Project was funded for the improvement of eleven streets in The Bottom area. In November 2018, the decision was made to divide The Bottom Project into two phases for construction. Phase I was awarded for construction on May 22, 2019 to Muniz Construction, Inc. and is complete.
This action will authorize a construction services contract with Camino Construction, L.P. for the construction of The Bottom Phase II - Sparks Street from Hutchins Avenue to Levee Street; Cleaves Street from Canyon Street to Levee Street; Hart Street from Canyon Street to Levee Street; and Connector #1 between Cleaves Street and Hart Street.
The project consists of replacing the existing deteriorating roadway pavement with new 6-inch-thick reinforced concrete pavement, curb and gutter, sidewalks, drive approaches, drainage improvements, water and wastewater main replacement and other miscellaneous items necessary to complete the project.
Camino Construction, L.P. is a Lewisville-based corporation, and is a registered vendor with the City of Dallas.

If this project is not awarded for construction at this time, the streets will continue to deteriorate causing additional pavement cracking and potholes to form, creating additional maintenance costs for the City and potential damages to vehicles utilizing the street. Field conditions may also change, which will require modifications to the engineering design plans, requiring additional funding and time to address.
