BACKGROUND

 

Dallas Water Utilities (DWU) is a regional provider of water, wastewater, and stormwater services to a population of approximately 2.6 million people in Dallas and 27 surrounding communities. DWU has staff, assets, and equipment in over 350 buildings or locations covering a service area of approximately 700 square miles. These locations include treatment plants, meter vaults, lift stations, pump stations, dams, elevated tanks, ground storage tanks, diversion and gate structures, shop and repair facilities, and office buildings. Each of these facilities has different site conditions including visitor and vendor access, equipment, and risk levels.

 

In 2020, DWU completed a Risk and Resiliency Assessment as required by the America’s Water Infrastructure Act of 2018 to provide a holistic assessment of risk and resiliency across the entire water system. Several recommendations related to security were made through this assessment and in response DWU decided to move forward and develop a Security Master Plan to replace the previous plan developed in 2012. This decision was also carried forward as a specific milestone in collaboration with the City of Dallas Comprehensive Environmental and Climate Action Plan to address the goal of continued contingency planning and protection/maintenance of key water infrastructure facilities that have a significant beneficial impact on the environment.

 

This action will authorize Kimley-Horn and Associates, Inc. to develop a comprehensive Security Master Plan for DWU. Kimley Horn and Associates, Inc. will coordinate and work closely with DWU and Information & Technology Services throughout the process. Services will include an assessment of current security processes, site security assessments, recommendations with regard to physical security, centralized access control and security camera systems, security monitoring, cybersecurity, background checks and controls for vendor and visitor access, training, staffing, interagency coordination and governance, security contracting services, security budgets, and prioritized capital and operational improvements. The final deliverable will be a comprehensive Security Master Plan Report that will identify improvements and lay out a prioritized and risk-based implementation plan.

 

The desired outcomes of the 2022 Security Master Plan include:

 

                     Update the existing 2012 DWU Security Master Plan and provide a phased ten-year plan with recommended and prioritized improvements including recommended operational/capital projects

                     Enhance and improve existing DWU security policies, procedures, and other documents for both physical and cyber security

                     Evaluate security management systems including background checks and visitor management at DWU facilities

                     Recommend ways to improve master agreements to reach DWU security goals and objectives  

 

The consulting firm for this project was selected following a qualifications-based selection process in accordance with City of Dallas Administrative Directive 4-05 procurement guidelines.
