Title
Authorize a construction services contract for the installation of water and wastewater mains at 10 locations (list attached to the Agenda Information Sheet) - Omega Contracting, LLC, lowest responsible bidder of six - Not to exceed $12,936,343.10 - Financing: Water (Drinking Water) - TWDB 2021 Fund ($7,880,029.80) and Wastewater (Clean Water) 2021 TWDB Fund ($5,056,313.30)

Body
BACKGROUND

This action will authorize a construction services contract with Omega Contracting, LLC for the installation of approximately 29,960 feet of water and wastewater mains. This includes the installation of approximately 460 feet of 6-inch, 11,660 feet of 8-inch, 590 feet of 12-inch, and 3,210 feet of 16-inch water mains. The contract also includes the installation of approximately 11,800 feet of 8-inch, 1,610 feet of 12-inch, and 630 feet of 18-inch wastewater mains.

The existing water and wastewater mains targeted for replacement were built between 1911 and 1965. The existing water and wastewater mains have reached the end of their useful life and are in need of replacement due to poor condition, service interruptions and increased maintenance efforts. In addition, some of these mains need to be upsized to meet future demands. The installation of the proposed segments will improve the capacity of the water and wastewater systems, reduce maintenance costs, and minimize service interruptions.
