BACKGROUND
The Elm Fork Water Treatment Plant (EFWTP) located in Carrollton, Texas was originally constructed in the 1950s and is the second largest of three water treatment plants serving Dallas Water Utilities (DWU) customers. In 2006, DWU commissioned a Water Quality Study that included the evaluation of finished water quality at each of its three water treatment plants. The recommendations included the implementation of biologically active filtration at each plant. DWU has successfully executed the implementation of these water quality improvements at the East Side and Bachman Water Treatment Plants and is working to implement improvements at the EFWTP. The next step includes the construction of a new Filter Complex to convert treatment operations, address hydraulic limitations, and upgrade existing infrastructure at the end of its useful life.
On July 9, 2021, two bids were received for the Filter Complex Project. The lowest bid was just over $237 Million. After reviewing the bids, it was determined that they were significantly higher than the engineer’s estimate and the available project budget of $130 million. In the best interest of the City of Dallas, DWU and the engineer for the project recommended the rejection of bids and re-advertisement of the project. On October 27, 2021, Council authorized the rejection of the July 2021 bids. The project has now been repackaged and broken into phases in an effort to receive more bids and affordable construction packages.
This action will authorize construction of Phase 1 of the new Filter Complex facility at the EFWTP. The project improvements in Phase 1 include construction of the Filter Complex building and architectural elements, filter and partial gallery piping, slide gates, HVAC and plumbing, lighting, settled water collection channel, applied water piping, and the north backwash meter vault. Phase 1 improvements will also include grading to manage storm water flow, temporary paving of access roads around the proposed facilities and adding electrical infrastructure to support the new facilities. Future phases of work will include the construction of two backwash water tanks to clean the filters and associated piping, electrical, controls and site work and Phase 2. Phase 2 will finish out the project by adding filter equipment and media, valves and actuators, air scour blowers and backwash pumps, chemical systems work, the completion of yard piping, a filtered water flume, miscellaneous work, and final connection of the facility.
The Phase 1 project is anticipated to last about 4.5 years and has been planned to allow for construction of the backwash tanks and the Filter Complex Phase 2 work to start before it is completed. The backwash tanks are planned for construction award by Fall 2023 and Phase 2 is planned for construction award in 2025, putting overall completion and commissioning of the Filter Complex in 2028. Completion of this project will help ensure the EFWTP continues to meet production demands and environmental regulations mandated by the Texas Commission on Environmental Quality.
DWU has worked with the City Auditor in accordance with Administrative Directive 4-5 to conduct an attestation since the project cost exceeds $50 Million.
