SUBJECT

Title

Authorize an architectural services contract with PGAL, Inc. to provide design services for the Aircraft Rescue and Firefighting Station No. 21 Replacement at Dallas Love Field - Not to exceed $3,514,000.00 - Financing:  Aviation Passenger Facility Charge - Near Term Projects Fund

Body

BACKGROUND

Dallas Love Field Airport’s existing Aircraft Rescue and Firefighting (ARFF) Station No. 21 is located near the north side of airfield and currently accommodates six Dallas Fire & Rescue vehicles, which includes four ARFF Apparatus in four pull-through bays. Built in the 1960’s, the building is past its useful life.  Additionally, the Department of Aviation is in the process of reconfiguring the taxiways in the middle of the airfield (Crossfield Taxiway Project) to comply with current Federal Aviation Administration (FAA) design standards.

This action will authorize an architectural services contract with PGAL, Inc. to complete design services for construction of the new ARFF. Based on the reconfiguration, the existing fire station may not meet the FAA response time for aircraft emergencies and consequently the proposed new fire station will need to be constructed in a new location to meet the FAA requirements.  In July 2019, a siting study, which included a conceptual program for the building and site was completed by Ricondo & Associates, Inc. and approved by the Department of Aviation.
