BACKGROUND

 

Dallas Water Utilities (DWU) provides water to approximately 2.6 million residents in the City of Dallas and neighboring communities. DWU operates three potable water treatment plants - Bachman, Elm Fork, and East Side. The combined treatment capacity of these facilities is approximately 900 million gallons per day.

 

On August 12, 2020, a professional services contract was awarded for the evaluation and design of high priority major maintenance improvements at each water treatment plant. The assessments were completed, and major maintenance improvements have been designed and advertised for bids. This action will authorize a construction contract to update existing equipment and address infrastructure needs at the three water treatment plants. At the Bachman Water Treatment Plant, improvements include the removal of two existing chemical storage tanks and the installation of two new 5,000-gallon fiberglass storage tanks, repair of the chemical containment area, expansion of emergency eyewash and shower tepid water system, and the replacement of 28 programmable logic controllers. At the East Side Water Treatment Plant, improvements include the installation of a new elevated water storage tank, chemical storage area and pump room improvements, replacement of existing polyvinyl chloride (PVC) lime slurry piping with stainless steel piping, and other various items. At the Elm Fork Water Treatment Plant, improvements include the replacement of primary sedimentation basin clarifier mechanism blades and squeegees, replacement of the emergency ammonia scrubber, and other various items.

 

 

As treatment facilities and associated equipment age, technology improves, regulatory requirements and operational conditions change, treatment facilities and equipment need to be rehabilitated or upgraded to ensure reliable and quality water service to DWU customers. The assessment of key facilities at each treatment plant has enabled DWU to prioritize and select maintenance projects to be completed. This project is the first Major Maintenance and Rehabilitation Project of an ongoing program to evaluate key facilities and schedule periodic major maintenance improvements at each of DWU’s water treatment plants.
