BACKGROUND

 

The Circuit Trail Conservancy and the City of Dallas Department of Transportation are partnering on a bicycle lane project and have requested two amendments to the City of Dallas Thoroughfare Plan to change the dimensional classification of:

1)                     Sylvan Avenue between Singleton Boulevard and Irving Boulevard from a minor six-lane divided roadway (M-6-D[a]) in 100 feet of right-of-way to a special four-lane divided roadway (SPCL 4D) with bicycle facilities in 100 feet of right-of-way; and

2)                     Wycliff Avenue between Irving Boulevard and IH-35E from a standard four-lane undivided (S-4-U) roadway in 60 feet of right-of-way to a special four-lane divided (SPCL 4D) with bicycle facilities in 100 feet of right-of-way.

 

Sylvan Avenue and Wycliff Avenue are both on the Thoroughfare Plan as primary arterial roadways and currently operate as six-lane divided roadways in 100 feet of right-of-way. The proposed vital north-south bicycle facility connection on Sylvan and Wycliff will connect the bicycle lanes on Sylvan south of Singleton to the Trinity Skyline Trail adjacent to the Trinity River and the Trinity Strand Trail north of Irving Boulevard. The project associated with this Thoroughfare Plan amendment will include improving the Sylvan Avenue bridge’s pedestrian and bicycle infrastructure, intersection enhancements, and installing a higher comfort bicycle facility. The Circuit Trail Conservancy intends to fund the bicycle facility improvements between I-35E and Morris Street, and the Department of Transportation would fund the design and implementation of the bicycle facility between Morris Street and Singleton Boulevard in the future.

The Traffic Impact Analysis completed for this project determined that the level of service will not change with the reduction in lanes for the bicycle facility.

Driveways will not be affected by the proposed amendment; on-street parking will be modified to accommodate the bicycle facility.

Staff recommends approval of the requested amendment to the City of Dallas Thoroughfare Plan to amend the dimensional classification of (1) Sylvan Avenue between Singleton Boulevard and Irving Boulevard from a minor six-lane divided roadway (M-6-D[a]) in 100 feet of right-of-way to a special four-lane divided roadway (SPCL 4D) with bicycle facilities in 100 feet of right-of-way, and (2) Wycliff Avenue between Irving Boulevard and IH-35E from a standard four-lane undivided (S-4-U) roadway in 60 feet of right-of-way to a special four-lane divided (SPCL 4D) with bicycle facilities in 100 feet of right-of-way.

FISCAL INFORMATION

 

This action has no cost consideration to the City. Implementation and Maintenance costs will not be known until after design is completed. This project is a joint venture between The Circuit Trail Conservancy and the City of Dallas and has an estimated project value of $5,627,300. The Circuit Trail Conservancy has committed to $5,300,000 of that with the remainder being the City of Dallas’ responsibility.
