BACKGROUND
The City of Dallas Department of Transportation has requested an amendment to the City of Dallas Thoroughfare Plan to change the roadway dimensional classification of Unnamed SE3 between Cleveland Road and City Limits from a standard four-lane undivided (S-4-U) roadway in 60 feet of right-of-way to a special three-lane undivided roadway (SPCL 3U) in 60 feet of right-of-way with 36 feet of pavement, and to change the limits of Unnamed SE3, which are currently Cleveland Road and City Limits, to Cleveland Road and Langdon Road.
City staff spoke to City of Hutchins’ staff about connecting the Unnamed SE3 roadway to JJ Lemmon Road in the City of Hutchins, to ensure Unnamed SE3 would not dead-end at the City Limits line. City of Hutchins’ staff stated they have no plans of connecting a roadway to JJ Lemmon Road, which is adjacent to Wilmer-Hutchins Elementary School and Wilmer-Hutchins High school. Changing the proposed alignment of Unnamed SE3 to connect to Langdon Road rather than terminating at the City Limits would maintain the intended function of Unnamed SE3 as a north-south collector roadway that contributes to a connected street network.
Staff would also like to change the dimensional classification to match the proposed dimensional classification for Unnamed SE3 south of Cleveland Road: a two-lane roadway with a center-turn lane (SPCL 3U). The City does not currently own the right-of-way for this alignment or funding to construct this proposed roadway. This is a modification to the Thoroughfare Plan to plan for a connected roadway in the future.
Driveways and parking will not be affected by the proposed amendment.
Staff recommends approval of the requested amendment to the City of Dallas Thoroughfare Plan to amend the dimensional classification of Unnamed SE3 between Cleveland Road and City Limits from a standard four-lane undivided (S-4-U) roadway in 60 feet of right-of-way to a special three-lane undivided roadway (SPCL 3U) in 60 feet of right-of-way, 36 feet of pavement, and to change the limits of Unnamed SE3 between Cleveland Road and City Limits to Cleveland Road and Langdon Road.

On August 2, 2022, the City Plan Commission Thoroughfare Committee acted on this item and followed staff recommendation.

FISCAL INFORMATION
This action has no cost consideration to the City. This amendment is a planning effort to amend a proposed Thoroughfare Plan roadway.
