Authorize (1) the rejection of one bid received for construction services contract for the Jefferson-Twelfth Connector Lane Diet/Removal Project; and (2) the re-advertisement for new bids - Financing: No cost consideration to the City

BACKGROUND
This action will authorize the rejection of one bid received for the Jefferson/Twelfth Connector Lane Diet/Removal Project due to the only bid far exceeding the project budget and engineer’s estimate. Rebcon, LLC, submitted the only bid received on Friday, June 10, 2022, in the amount of $5,923,355.00 for the base bid and $6,987,232.00 total of base bid plus additive alternate bids. This exceeds the engineer’s estimate of $2,750,000.00 with several bid items being over 50 percent or higher than the engineer’s estimate. The Jefferson/Twelfth Connector Project is anticipated to be readvertised for a new round of competitive bids and bring the construction project to Council for consideration at the December 14, 2022, City Council meeting.
This project was publicly advertised for three consecutive weeks on May 25, 2022, June 1, 2022, and June 8, 2022, for the Jefferson/Twelfth Connector Lane Diet/Removal Project. One sealed bid was received on Friday, June 10, 2022.
