Authorize Supplemental Agreement No. 4 to the contract for services with Bradford Airport Logistics, LTD for dock master services at Dallas Love Field to (1) increase the hourly rate of employees from $17.00 per hour to $20.00 per hour, retroactive to July 1, 2022; (2) delete and replace Section 3 of Supplemental Agreement No. 3 to the contract to shorten the term extension of the contract to May 10, 2023, unless sooner terminated pursuant to the contract; and (3) delete and replace Section 4 of Supplemental Agreement No. 3 to reduce the contract funding to an amount equal to 25 percent of the original contract amount - Not to exceed $1,281,726.00 - Financing: Aviation Fund (subject to annual appropriations)

BACKGROUND
The original contract for dock master services to the sally port located at Dallas Love Field provided a primary term of three years, and two renewal terms of three years each, both of which were exercised. The second renewal term expired June 30, 2022. Supplemental Agreement No. 3 to the contract, approved by the Dallas City Council on December 8, 2021, by Resolution No. 21-1945, authorized a three-year extension to the contract and increased the contract amount by $3,246,192.00. This increase exceeded the maximum 25 percent increase that is allowed by state procurement law, so the contract must now be amended to reduce the amount and the term extension must be amended due to the reduction of the total contract amount. Further, the extension will allow additional time to develop and issue a new request for proposals for a new dock master services contract.

On February 27, 2013, City Council authorized the dock master services contract with Bradford Airport Logistics LTD by Resolution No. 13-0377.
On March 23, 2016, City Council authorized the renewal Contract for Services by Resolution No. 16-0414.
On June 26, 2019, City Council authorized Renewal Agreement No. 2 by Resolution No. 19-1028.
On December 8, 2021, City Council authorized Renewal Agreement No. 3 by Resolution No. 21-1945.
