Authorize a construction services contract for the construction of Canada Drive from Westmoreland Road to North Hampton Road and South Canada Drive from Calypso Street to Canada Drive East - Tiseo Paving Company, lowest responsible bidder of two - Not to exceed $23,237,640.50 - Financing: Street and Transportation (A) Fund (2017 General Obligation Bond Fund) ($21,570,623.25), Water Construction Fund ($1,288,377.75), Wastewater Capital Improvement G Fund ($361,541.50), and Wastewater Construction Fund ($17,098.00)

BACKGROUND
This action will authorize a construction services contract with Tiseo Paving Company for the construction of Canada Drive from Westmoreland Road to North Hampton Road and South Canada Drive from Calypso Street to Canada Drive East.
The project was funded in the 2012 and 2017 Bond Programs under the street reconstruction thoroughfares and thoroughfares categories. In February 2017, the Calypso Connector was added to the project scope to alleviate the ongoing traffic problem in the neighborhood due to school drop off and pick up.
The scope of services consists of replacing the existing street pavement that is in deteriorating condition with new 4-lane divided, 11-inch thick, reinforced concrete pavement with curb and gutter, driveway approaches, sidewalks, bike lane, street lighting, traffic signal, storm drainage, bridge improvement, landscaping, and low impact development elements, water, and wastewater main improvements. Also, the scope includes constructing the Calypso Connector to mitigate neighborhood traffic operations and traffic queues along Canada Drive and other miscellaneous items necessary to complete the project.
