Authorize Supplemental Agreement No. 1 to the professional services contract with Freese and Nichols, Inc. for additional engineering services associated with the replacement and rehabilitation of wastewater mains at five locations (list attached to the Agenda Information Sheet) - Not to exceed $1,378,737.00, from $2,854,123.00 to $4,232,860.00 - Financing: Wastewater Capital Improvement F Fund

BACKGROUND
On September 12, 2018, City Council authorized a professional services contract with Freese and Nichols, Inc. for engineering design services associated with the replacement and rehabilitation of water and wastewater mains at 9 locations. The contract scope included the design of four locations and a study/evaluation for the Joe’s Creek Phase 3 Projects at 5 locations. In total, design services were included for 37,734 feet of pipeline ranging in size from 30-inch to 60-inch diameter. The pipelines were identified in master planning efforts to be upsized for additional capacity and/or in need of replacement or rehabilitation due to condition. During the course of completing engineering services for these pipelines, additional work was determined to be necessary to address both temporary and long-term repairs, complete additional internal investigations, add additional improvements, and provide construction phase services.
This action will authorize Supplemental Agreement No. 1 to the professional services contract with Freese and Nichols, Inc. to provide additional engineering services for an identified pipe failure on the Mountain Creek Siphon of the Chalk Hill Interceptor and a pipe crown failure on the Cottonwood Creek Siphon. Additional services also include construction phase support required for the Glendale Park Wastewater Replacement project and supplemental internal pipe inspection required to complete the detailed rehabilitation design for the Five Mile Relief Project and the White Rock Trunk Projects.
The completion of additional work associated with the proposed wastewater pipeline segments will provide long term solutions to address pipe failures, improve the capacity of the wastewater system, and reduce maintenance costs.

On September 12, 2018, City Council authorized a professional services contract with three consulting firms to provide engineering services for the design, replacement and rehabilitation of water and wastewater mains at 35 locations - APM & Associates, Inc., Freese and Nichols, Inc., and Hazen and Sawyer, P.C., in the amount of $3,264,998.00 by Resolution No. 18-1282.
