BACKGROUND

 

The City of Dallas was awarded a grant of $12.69 million from the 2020 Highway Safety Improvement Program (HSIP) administered by TxDOT to upgrade 25 high accident intersections. Upgrades will include removal of existing traffic signals and replacing them with new traffic signals; pedestrian and Americans with Disabilities Act related improvements; and other related construction.

 

The City is responsible for design of the traffic signals which is being done in-house for an estimated value of $175,000.00 and is responsible for 100% of direct state costs to be paid to TxDOT in an amount not to exceed $203,245.96. TxDOT is responsible for bidding the construction package, administration of 100 percent of the federal funds for construction in an estimated amount of $2,176,081.00, and indirect state costs in an estimated amount of $112,146.56. The total estimated project cost is $2,666,473.52.

 

 

 

Coronavirus State and Local Fiscal Recovery Funds are eligible within the Qualified Census Tract (QCT) areas to improve various intersections to promote the safety of all right-of-way users including motorist, cyclists, and pedestrians.

The current item is for five of the 25 high accident intersections awarded in 2020.

 

Off-System Intersections:

 

                     Marsalis Avenue at Overton Road (CSJ 0918-47-347), (Upgrade), (CD 4), (QCT 59.02 & 59.01)

                     Kiest Boulevard at Beckley Avenue (CSJ 0918-47-354), (Upgrade), (CD 4), (QCT 59.02 & 56.00)

                     Kiest Boulevard at Westmoreland Road (CSJ 0918-47-356), (Upgrade), (CD 3), (QCT 108.05)

                     Kiest Boulevard at Polk Street (CSJ 0918-47-357), (Upgrade), (CD 4), (QCT 60.01 & 61.00)

                     Illinois Avenue at Ewing Avenue (CSJ 0918-47-358), (Upgrade), (CD 4), (QCT 54.00 & 55.00)

This action will authorize local participation in the amount of $203,245.96 to be disbursed to TxDOT.

 

Any change orders or overruns are the responsibility of the City of Dallas.

 

The traffic signals will begin construction in FY 2023 and will be built over a two-year period.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 23, 2021, City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.

 

On September 22, 2021, City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the American Rescue Plan Act funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund by Resolution No. 21-1590.
