BACKGROUND
Dallas Fort Worth International Airport (DFW) is requesting that the Owner Cities of Dallas and Fort Worth approve amendments to DFW’s Code of Rules and Regulations, which are detailed below. These three amendments, while not related to each other, will support DFW Airport’s goal of maintaining a safe and secure environment. The 1968 Contract and Agreement between the Cities of Dallas and Fort Worth require that any amendments to the DFW Airport Code of Rules and Regulations be approved by both Owner Cities.
Construction and Fire Prevention Standards
DFW is requesting approval of amendments to the Construction and Fire Prevention Standards to adopt the State Adopted Electrical Code and certain 2021 series model codes published by the International Code Council, Inc. The model codes set minimum requirements for building design, construction, and operations to protect public health, safety, and the natural resources that sustain the Airport. The International Codes are developed with several goals in mind: to safeguard public health, safety and welfare, and to provide for the safety of firefighters and emergency responders. The Airport Board approved this amendment at its June 2, 2022, meeting.
Chapter 2 Traffic Regulation
DFW is requesting an amendment to Chapter 2 (Traffic Regulation) in Section 2-4 (Towing), which will revise the towing provision so that a car parked in violation of the Code may be towed even if it does not represent an operational hazard. This revision will allow the Airport Board greater flexibility to enforce the rules against illegal commercial activity in the parking facilities. Illegal commercial activity, such as peer-to-peer rental cars, are using facilities designated for Airport customers and avoiding paying the appropriate taxes and fees.
Chapter 8 Commercial Activities
The amendment to Chapter 8 (Commercial Activities) will add a new Section 8-18 to require that certificate of occupancy holders on any building at the Airport over 30 years old must comply with a self-inspection program to be approved by the Airport Board. This amendment will ensure that older buildings do not constitute a safety hazard. The Airport Board approved the Chapter 2 and Chapter 8 amendments at its August 4, 2022, meeting.
