BACKGROUND

 

On May 31, 2022, the City Manager received a memorandum signed by three Council members to consider an application for a Street Name change of Garza Avenue, between Marsalis Avenue and Vanetta Lane, to “Golden Bears Way”.

On July 1, 2022, notification signs were put up on Garza Avenue, between Marsalis Avenue and Vanetta Lane in accordance with Section 51A-9.503(b) of the Dallas Development Code to change the street name to “Golden Bears Way”.

The newspaper notice for Subdivision Review Committee hearing was published on July 3, 2022. Notices were sent on July 1, 2022 to 9 property owners notifying them of the proposed street name change. The Subdivision Review Committee on Thursday July 21, 2022 with the vote of 3 to 1 recommended approval of the Street Name Change.

 

The newspaper notice for City Plan Commission hearing was published on August 1, 2022. Notices were sent on July 29, 2022 to 9 property owners notifying them of the proposed street name change. The City Plan Commission hearing is scheduled on September 1, 2022.

 

The newspaper notice for City Council hearing was published on September 12, 2022. Notices were sent on September 9, 2022 to 9 property owners notifying them of the proposed street name change. The City Council hearing is scheduled on September 28, 2022.

 

WAIVERS ARE NEEDED FOR:

 

  • Section 51A-9.304(b)(1) “Number of names for a roadway” A roadway must have only one name.

 

The change of Garza Avenue, between Marsalis Avenue and Vanetta Lane, to “Golden Bears Way” does not comply with Section 51A- 9.304(b)(1). The request is to change the name of part of Garza Avenue, between Marsalis Avenue and Vanetta Lane. The remainder part of Garza Avenue, between Marsalis Avenue and Lancaster Road will not be changed. The approval of this request will require a waiver for Section 51A-9.304(b)(1). 

 

SECTION 51A-9.304(g) the City Council, by a three-fourths vote of its members, may waive any of the standards contained in this section when waiver would be in the public interest and would not impair the public health, safety, or welfare.  (Ord. Nos. 19832; 23407)

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

This request requires a waiver of Section 51A-9.304(b)(1). Staff recommends approval provided that the required waiver is granted. 

 

On July 21, 2022, the Subdivision Review Committee with the vote of 3 to 1 recommended approval of the Street Name Change of Garza Avenue, between Marsalis Avenue and Vanetta Lane, to “Golden Bears Way”.

 

On September 1, 2022, the City Plan Commission hearing recommended approval of the Street Name Change of Garza Avenue, between Marsalis Avenue and Vanetta Lane, to “Golden Bears Way”.

 

FISCAL INFORMATION

 

Potential future cost to the City is estimated at $932.00; new street blades to be prepared and paid for by the City of Dallas.
