Body

BACKGROUND

The Federal Aviation Administration (FAA) requires construction progress and inspection reports for all Airport Improvement Program (AIP) projects.  As an 14 CFR Part 139 airport, Dallas Love Field meets the requirements to receive annual AIP funding for associated projects and therefore requires such services and reporting, in addition to project management services.  Both FAA Advisory Circular 150/5370-12B and FAA Order 5100.38 provide guidance on services and airport assurances associated with AIP funding.

The projects for which construction management and project management services may be provided through this contract include:  Dallas Love Field (DAL) Crossfield Taxiway; DAL Taxiway A and Runway Safety Area Rehabilitation; DAL Aircraft Rescue and Firefighting Station No. 21 Replacement; Lemmon Avenue Streetscape Enhancements; Dallas Executive Airport (DEA) Streetscape Enhancements; DEA Taxiway E Extension Phase I; and Tenant Development Inspections at Dallas Airport System.  The previous Construction and Project Management Services contract approved by Council expires on September 30, 2022.

This action will authorize a three-year professional services contract, with two one-year extension options at the City’s discretion, with HNTB Corporation to provide consulting services for construction management, project management and inspection services for various capital improvement projects within the Dallas Airport System.
