BACKGROUND

 

This action will authorize a construction services contract with RoeschCo Construction, LLC for the construction of the Coombs Creek Trail Extension Project from JR Drive to Beckley Avenue. The scope consists of a 12-foot wide concrete trail that extends from the existing Coombs Creek Trail turning north to cross Coombs Creek with a low-water path bridge, turns east along the north levee, runs along the existing alley alignment, and crosses Beckley Avenue at a High Intensity Activated Crosswalk traffic signal immediately south of the alley and Della Street. The construction cost for the Coombs Creek Trail Extension Project is $3,852,762.50, of which Dallas County will fund $1,675,000.00 and the City will be responsible for the remaining $2,177,762.50 including any cost overruns.

 

RoeschCo Construction, LLC is a Frisco-based corporation and is a registered vendor with the City of Dallas.

If this project is not awarded for construction at this time, the existing Coombs Creek Trail will end at its current trail turnaround, remaining 8-ft wide from JR Drive, and it will not include the 2,000 linear feet of upgraded and new 12-ft wide shared use path with a bridge overlooking Coombs Creek and a High Intensity Activated Crosswalk traffic signal to cross Beckley Avenue.  Field conditions may also change, which will require modifications to the engineering design plans, requiring additional funding and time to address.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On January 10, 2001, City Council authorized the Master Agreement governing transportation major capital improvement projects between the City of Dallas and Dallas County by Resolution No. 01-0104.

 

On April 13, 2011, City Council authorized a new ten-year Master Agreement with Dallas County governing transportation major capital improvement projects with Dallas County by Resolution No. 11-0927.

 

On January 23, 2019, City Council authorized a Project Specific Agreement with Dallas County for funding participation in the design and construction of the Coombs Creek Trail Extension Project by Resolution No. 19-0169.
