Authorize Supplemental Agreement No. 1 to increase the service contract with Ace Parking III, LLC in the amount of $300,000.00, from $4,287,027.00 to $4,587,027.00 and SP Plus Corporation in the amount of $600,000.00, from $6,609,011.44 to $7,209,011.44 for parking citation and collection system and the collection of parking fines - Total not to exceed $900,000.00, from $10,896,038.44 to $11,796,038.44 - Financing: General Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This Supplemental Agreement will provide for continued parking citation and collection system and collection of parking fines. These service contracts will continue to provide for the management and operation of the City's metered parking assets and provide for ticket processing and collection services. The City's parking services is responsible for the management of over $8,000,000.00 in payments, the operation of over 4,000 metered parking spaces, processing of parking citations, and other parking related services.
The Parking Enforcement Division of the Department of Transportation utilizes services provided by ACE Parking III, LLC and SP Plus Corporation to manage many backend components of the City parking operations. ACE Parking III, LLC is responsible for light parking meter maintenance, meter hooding, ticket writing equipment, parking lot maintenance, and parking equipment procurement. SP Plus Corporation is responsible for heavy meter maintenance to on-street and off-street facilities, as well as fee collections. These services allow for the Parking Enforcement Division to enforce the City's established parking requirements.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 15, 2016, City Council authorized a five-year service contract, with a one-year renewal option, for parking services: Citations Management; Parking Management Services; Parking Meter Maintenance; Parking Meter Collections, Reconciliation, and Counting Services; Parking Lot Maintenance; Mobile Applications- payments and Mobile Applications - Mapping with SP Plus Corporation, Xerox State and Local Solutions, lnc., Ace Parking lll, LLC, and ParkMe, lnc. by Resolution No. 16-1007.
