Title
Authorize a (1) two-year service contract for programs to mitigate Drivers of Poverty for the Office of Community Care - Harmony Community Development Corporation in the amount of $1,061,795 and After-School All-Stars in the amount of $310,000; and (2) one-year service contract for programs to mitigate Drivers of Poverty for the Office of Community Care - Bridge Steps dba The Bridge in the amount of $180,000 and I Look Like Love, Inc. dba iLookLikeLOVE, Inc. in the amount of $48,496, most advantageous proposers of nine - Total not to exceed $1,600,291 - Financing: General Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
These service contracts will provide for programs to mitigate Drivers of Poverty for the Office of Community Care. Services approved through this action will address Drivers of Poverty identified in the Mayor’s Task Force on Poverty, focusing on providing residents access to food, mental health services, positive youth development programming, and direct client assistance. Additionally, these service contracts expand on the work established through the Coronavirus Relief Fund, working to alleviate communities with concentrated poverty addressed in the Economic Opportunity Assessment and be directed towards populations identified by the Drivers of Poverty taskforce.
A five-member committee from the following departments reviewed and evaluated the qualifications:
• Office of Community Care (2)
• Office of Economic Development (1)
• Office of Equity and Inclusion (1)
• Office of Procurement Services (1)*
*The Office of Procurement Services evaluated cost and local preference, if applicable.
The committee selected the successful respondents on the basis of demonstrated competence and qualifications under the following criteria:
• Programming work plan 37 points
• Organizational capacity 18 points
• Evaluation plan 15 points
• Cost and budget 15 points
• Cost per client 10 points
• Local Preference 5 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $15.21; the selected vendor meets this requirement.

On September 22, 2021, City Council authorized the FY22 Biennial Budget, inclusive of funding to support Drivers of Poverty programs by Resolution No. 21-1590.
