BACKGROUND

 

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

 

This service contract will provide for financial counseling services at three financial empowerment center locations for the Office of Community Care. The service contract provides opportunities to integrate professional one-on-one financial coaching/counseling as a free public service into existing service delivery models. These services strategically align financial counseling as a core City function embedded within additional resources like utility assistance, food assistance, and workforce development programs, which will enable City residents to access a variety of services and resources. Services and resources include asset building activities to facilitate sustained financial stability for very low-to-moderate income clients and leveraging collaborative partnerships unique to the City. 

 

The financial empowerment centers will be located in zip codes that have been identified as high poverty. Each financial empowerment center will provide financial counseling services available at no cost to all City residents above the age of 18.

 

A five-member committee from the following departments reviewed and evaluated the qualifications:

The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:

As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.

 

On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $15.21; the selected vendor meets this requirement.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On January 11, 2021, the Office of Community Care briefed the Workforce, Education and Equity Committee on Financial Empowerment Centers Planning and Update, providing an overview of planned programming and solicitation.

 

On April 28, 2021, City Council authorized the acceptance of a grant from the Cities for Financial Empowerment Fund, Inc. for the Financial Empowerment Center Planning Grant to support a Financial Empowerment Centers planning project for the period February 1, 2021 through January 30, 2022, by Resolution No. 21-0694.

 

On September 22, 2021, City Council authorized the FY22 Biennial Budget, inclusive of funding to support Financial Empowerment Centers by Resolution No. 21-1590.
