Title
Authorize a (1) one- year service contract for employment and workforce training services for formerly incarcerated individuals for the Small Business Center - Regional Black Contractors Association of North Texas, Inc. in the amount of $500,000; and (2) two-year service contract for re-entry career pathway services for the Small Business Center - Volunteers of America Texas, Inc. in the amount of $250,000 and First Step Community Empowerment in the amount of $250,000, most advantageous proposers of five - Total not to exceed $1,000,000 - Financing: General Fund ($500,000) and Texas Department of Criminal Justice Grant ($500,000) (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
These service contracts will provide for employment and workforce training services for formerly incarcerated individuals and re-entry services. More than 150,000 individuals were incarcerated in Texas in 2016 and data shows that one in five of Texas inmates released are re-incarcerated within three years of release. Upon release, individuals face a myriad of barriers to successful re-entry into society. These individuals often face limited employment opportunities and are often ineligible for public benefits and other types of assistance, making it difficult to find stability, and self-sufficiency.
The Re-entry Services Program was established by the Texas State Legislature to support projects in Dallas and Houston that strive to support individuals being release from Texas Department of Criminal Justice (TDCJ) facilities and returning to the Dallas or Houston Area. This project has been supported through appropriations in the 84th, 86th and now the 87th Texas State Legislative Session in 2021. Funding was once again appropriated within the budget for the TDCJ to enter into an agreement with the City to establish and operate a program for re-entry services to individuals released from TDCJ facilities who are returning to the Dallas area.
The City may enter into agreements with non-profit entities, faith-based organizations, and community groups for the provision of services.
A three-member committee from the following departments reviewed and evaluated the qualifications:
• Small Business Center (1)
• Police Department (2)
The committee selected the successful respondents on the basis of demonstrated competence and qualifications under the following criteria:
• Capability and experience 30 points
• Work plan and evaluation 35 points
• Program budget and budget narrative 30 points
• Gender equality 5 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $15.21; the selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 22, 2021, City Council authorized a two-year service contract for re-entry services, including social services, job skills training, and workforce support for the Office of Community Care and Office of Economic Development with Dallas Leadership Foundation and Metroplex Economic Development Corporation by Resolution No. 21-1728.
