SUBJECT
Title
Authorize (1) a one-year service contract in the amount of $500,000, with two one-year renewal options in a total amount of $500,000 ($250,000 for each renewal year) with Redemption Bridge; and (2) a two-year service contract with Redemption Bridge in the amount of $500,000, and The Salvation Army dba The Salvation Army, A Georgia Corporation in the amount of $500,000, for re-entry social services and wraparound supports for the Office of Community Care - Total not to exceed $2,000,000, most advantageous proposers of three - Financing: General Fund ($1,000,000) and Texas Department of Criminal Justice Grant Fund ($1,000,000) (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This service contract will provide for re-entry social services and wraparound supports for the Office of Community Care. Similar services were sought to provide individuals that have been recently released from incarceration to gain housing, social support and access to basic needs and stabilization services. A major focus of programming is assisting re-entry clients in obtaining and maintaining housing. Funding from Texas Department of Criminal Justice (TDCJ) came with an additional stipulation that funds must be used only for clients that have been released from TDCJ facilities.
The Re-Entry Services Program was established by the Texas State Legislature to support projects in Dallas and Houston that strive to support individuals being release from TDCJ facilities and returning to the Dallas or Houston Area. This project has been supported through appropriations in the 84th, 86th and now the 87th Texas State Legislative Session in 2021. Funding was once again appropriated within the budget for the TDCJ to enter into an agreement with the City to establish and operate a program for reentry services to individuals released from TDCJ facilities who are returning to the Dallas area. The City may enter into agreements with non-profit entities, faith-based organizations, community groups and the private sector for the provision of services.
Additionally, the City, through its general fund, appropriates $1,000,000 annually to support Re-Entry Services programming. Both TDCJ and City funds support re-entry social services and wraparound support through the Office of Community Care, as well as Re-Entry Job Skills Training and Placement through the Small Business Center.
A four-member committee from the following departments reviewed and evaluated the qualifications:

• Office of Equity and Inclusion (1)
• Office of Community Care (2)
The committee selected the successful respondents based on demonstrated competence and qualifications under the following criteria:
• Programming work plan 40 points
• Evaluation plan 20 points
• Cost and budget 20 points
• Organizational capacity 15 points
• Bonus - Inclusion of Women 5 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $15.21; the selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On April 27, 2016, City Council authorized the acceptance of a grant from the Texas Department of Criminal Justice (Grant No. 696-TC-16-17-L063), to develop and operate a pilot program for re-entry services for the period September 1, 2015 through August 31, 2017; and execution of the grant agreement by Resolution No. 16-0635.
On January 22, 2020, City Council authorized the acceptance of a grant from the Texas Department of Criminal Justice (Grant No. 696-TC-22-23-L026), to develop and operate a pilot program for re-entry services for the period September 1, 2019 through August 31, 2021; and execution of the grant agreement by Resolution No. 20-0207.
On September 22, 2021, City Council authorized the FY22 Biennial Budget, inclusive of funding to support Re-Entry Social Services and Wraparound Supports programs by Resolution No. 21-1590.
On December 8, 2021, City Council authorized the acceptance of a grant from the Texas Department of Criminal Justice (TDCJ) (Contract No. 696-TC-22-23-L026) in the amount of $1,000,000.00 ($500,000.00 for FY 2021-2022 and $500,000.00 for FY 2022-2023) for re-entry services to individuals being released from TDCJ who are returning to the City of Dallas area by Resolution No. 21-2024.
