BACKGROUND

On June 24, 2020, City Council authorized a construction contract with Douglas Dailey Construction, LLC for the installation of water and wastewater mains at 26 locations by Resolution No. 20-1023. During construction of the mains, unforeseen site conditions were encountered that require additional paving. In several locations, the road base is thicker than anticipated, requiring more concrete base material and asphalt than originally quantified for the project. At other locations, additional sidewalk and driveway repairs are needed based on excavation limits and the extent of paving repairs must be increased beyond the anticipated width to restore the street to a condition that meets the requirements of the City of Dallas Pavement Cut and Repair Standards. In addition, some locations require additional quick curing concrete to open pavement to traffic sooner.

This action will authorize a change order for the additional paving necessary to restore street, sidewalk, and driveway surfaces impacted by construction. Approval of the change order will allow Dallas Water Utilities to finish paving restoration and ensure the scope and quality of repairs are compliant with City of Dallas standards. Any delay ...
