A public hearing to receive comments on the Proposed FY 2022-23 HUD Consolidated Plan Budget for U.S. Department of Housing and Urban Development (HUD) Grant Funds - Financing: No cost consideration to the City
body
BACKGROUND
Federal regulations require a public hearing on the City's Proposed Consolidated Plan Budget for HUD grant funds, including Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).
Federal regulations and the City's Citizen Participation Plan also require a public comment period of not less than 30 days and a public hearing to receive comments.
In response to the COVID-19 pandemic, HUD issued a waiver that allows grantees to conduct virtual meetings using an online platform in lieu of in-person meetings to fulfill the public hearing requirements. This waiver applies if national or local public health authorities recommend limiting public gatherings to reduce the spread of COVID-19, which continues to be the case.
In accordance with this HUD waiver and based on local and national public health authority guidance that recommends limiting public gatherings to reduce the spread of COVID-19, the City is conducting this public hearing virtually using an online platform.
