Authorize the (1) acceptance of two grants from the Institute of Museum and Library Service through the Texas State Library and Archives Commission (TSLAC) for the State Fiscal Year (SFY) 2023 TSLAC Texas Reads 2023 (Grant No. TTXR-23005/Federal ID No. LS-252486-OLS-22, CFDA No. 45.310) in the amount of $9,834.00 for the period September 1, 2022 to August 31, 2023 and a Interlibrary Loan (ILL) reimbursement (Grant No. 903292/FAIN No. LS-249990-OLS-21, CFDA No. 45.310) in the amount of $24,486.39 for library lends made between August 1, 2021 through July 31, 2022; (2) establishment of appropriations in an amount not to exceed $9,834.00 in the TSLAC Texas Reads 2023 Grant Fund and $24,486.39 in the ILL 21-22 Reimbursement Grant Fund; (3) receipt and deposit of funds from the Texas State Library and Archives Commission in an amount not to exceed $9,834.00 in the TSLAC Texas Reads 2023 Grant Fund and $24,486.39 in the ILL 21-22 Reimbursement Grant Fund; and (4) execution of the grant agreement and all terms, conditions, and documents required by the grant agreement - Total not to exceed $34,320.39 - Financing: Texas State Library and Archives Commission Grant Funds

BACKGROUND
The TSLAC awards competitive grants to libraries across the state to public and academic libraries to support literacy and educational initiatives. The City of Dallas, Dallas Public Library, has been awarded one of these grants.
The TSLAC Texas Reads will support a six-week interactive program, Here Comes Kindergarten, to prepare children with the skills necessary to have a successful first year in formal education. Each week of the program is designed to address a specific topic regarding school readiness and reading comprehension. Here Comes Kindergarten employs several modalities to ensure the program is not only educational, but also entertaining for participants. To ensure the lessons taught during the program are reinforced and retained by children, parents are provided with take home projects centered around the lesson of each week to further enhance the class materials and assist parents with forming behaviors to play an active role in their child’s education.
The ILL is a service that allows customers to request materials owned by another library system. The Dallas Public Library provides interlibrary loan services with reimbursement from the Texas State Library Commission to cover costs associated with this service. The Texas State Library Commission is disbursing reimbursement payments to Texas public libraries who made interlibrary loan lends in State Fiscal Year 2022. The Dallas Public Library completed 3,727 lends using the Navigator ILL system in State Fiscal Year 2022 and will receive a total payment of $24,486.39.

On November 10, 2021, City Council authorized the acceptance and execution of the Special Projects Grant Program from the Museum and Library Service through the TSLAC by Resolution No. 21-1823.
