BACKGROUND

 

The 2006 and 2012 Bond Programs provided funding for design and construction of storm drainage relief improvements for the Mill Creek / Peaks Branch / State-Thomas watersheds. On February 14, 2018, City Council authorized a construction contract with Southland Mole JV, for the construction of the Mill Creek / Peaks Branch / State-Thomas Drainage Relief Tunnel Project by Resolution No. 18-0296. The project includes a 5-mile tunnel that will provide drainage and flooding relief to the lower areas of the Mill Creek watershed (around Baylor Hospital), Peaks Branch watershed (south of Buckner Park), and East Peaks Branch watershed (around Fair Park area). It will also provide drainage and flooding relief to the State-Thomas area near Woodall Rodgers.

 

On February 21, 2021, City Council authorized Change Order No. 1 to the construction services contract with Southland Mole JV for repairs and improvements to existing storm drainage systems directly connected with the Mill Creek tunnel system and increased quantities for tunnel support, paving restoration, water, and wastewater improvements. This action will authorize Change Order No. 2 to the construction services contract with Southland Mole JV for a screening wall and fence around the temporary concrete batch plant site for the tunnel lining, additional equipment and upgrades for the tunnel dewatering pump station, upgraded traffic signal equipment for the Gaston/Carroll intersection, additional asphalt for temporary paving, and additional welded wire mesh that is necessary to support the excavated tunnel until it is lined with concrete. The screening wall and fence are expected to provide a visual and sound deterrence benefit for the adjacent neighborhoods next to the temporary concrete batch plant site at 5200 Scyene Road. Additional equipment and upgrades for the tunnel dewatering station and traffic signal equipment will update the components of those facilities to current day standards and best practices, improving upon the work originally included as a part of the project.

On February 14, 2018, City Council authorized a construction contract with Southland Mole JV, for the construction of Mill Creek / Peaks Branch / State-Thomas Drainage Relief Tunnel project by Resolution No. 18-0296.

 

On February 24, 2021, City Council authorized an increase in the construction services contract with Southland Mole JV for additional work associated with additional tunnel support, paving, storm drainage, water and wastewater improvements for the Mill Creek / Peaks Branch / State-Thomas Drainage Relief Tunnel Project by Resolution No. 21-0434.
