BACKGROUND

 

On September 14, 2022, City Council authorized Supplemental Agreement No. 1 to the professional services contract with WSP USA, Inc. which added advance planning, historical documentation, public involvement, non-engineering planning schematics and railroad coordination for the Union Pacific Railroad Company (UPRR) Cadiz Street Underpass as part of the Kay Bailey Hutchison Convention Center (KBHCC) Dallas Master Plan by Resolution No. 22-1349.

 

The potential transportation improvements related to the KBHCC and the Interstate Highway 30-downtown section necessitated the need for improvements to the Cadiz Street underpass including the UPRR bridge structure within the UPRR’s right-of-way (ROW) which UPRR has to review and approve as part of their preliminary engineering services.

 

Since the city will lead the development of the engineering components of the planning documents that WSP USA Inc. will be producing, it is necessary to enter into a reimbursement agreement between the City of Dallas and UPRR for preliminary engineering services including the review of project designs, plans, and specifications for the proposed improvements to the Cadiz Street underpass including the potential of the replacement of the UPRR bridge structure within the UPRR’s ROW which will affect the UPRR’s railroad track and ROW. This agreement will ensure compliance with all UPRR requirements.

On February 9, 2022, City Council authorized (1) adopting the 3C, located west of Lamar Street, as the preferred alternative to implement the Kay Bailey Hutchison Convention Center Dallas Master Plan - Phase 1; and (2) authorizing the city manager to take the necessary steps to implement the 3C alternative, located west of Lamar Street by Resolution No. 22-0334.

 

On April 7, 2022, the Park and Recreation Board unanimously voted to designate, as the Fair Park Facilities Venue Projects, the following Fair Park sites: the Automotive Building, the Centennial Building, the Band Shell, the Music Hall, the Cotton Bowl and the Coliseum, and related infrastructure.

 

On May 11, 2022, City Council authorized providing advance planning and feasibility for the Kay Bailey Hutchison Convention Center Dallas Master Plan by Resolution No. 22-0742.

 

On September 14, 2022, City Council authorized Supplemental Agreement No. 1 to the professional services contract with WSP USA, Inc. to provide advance planning, historical documentation, public involvement, non-engineering planning schematics, and railroad coordination as part of the Kay Bailey Hutchison Convention Center Dallas Master Plan by Resolution No. 22-1349.

 

On September 14, 2022, City Council authorized a reimbursement agreement with Union Pacific Railroad Company for preliminary engineering services for the portion of the proposed expansion of the Kay Bailey Hutchison Convention Center that impacts Union Pacific Railroad’s tracks, including improvements to infrastructure by Resolution No. 22-1348.
