BACKGROUND

 

On July 6, 2021, the City of Dallas and Dallas County entered into a Master Agreement by Commissioners Court Order 2021-0697 for the purpose of transportation improvements on roads inside Dallas County. The City wishes to enter into a Project Specific Agreement (PSA) with Dallas County for the purpose of constructing transportation improvements on various crosswalks and pedestrian improvements at key intersections impacted by the Dallas Area Rapid Transit’s (DART) Cotton Belt and the regional Cotton Belt Trail projects (MCIP Project No. 20222) to provide safety and access improvements for vehicles, bicyclists, and pedestrians in North Dallas near the Cotton Belt Trail Corridor; and the City has requested that it be designated as the Lead Agency for the Project and will provide the Project Manager.

 

This Project will facilitate the improvement of public transportation to benefit both the City and County. This project will make the following safety and access improvements in the North Dallas area:

 

                     Improved access to the existing Preston Ridge Trail, the pending Cotton Belt Trail, and the pending DART Silver Line Station at Knoll Trail

                     Improved access to Preston Green Park to connect to the Cotton Belt Trail

                     Improvements to sidewalks, including placement of conduits for future fiber optic interconnectivity

                     Upgraded traffic signal equipment, including pedestrian movement/detection equipment at various locations

                     Upgraded crosswalks for connection to trails at various locations

 

Specific improvements and intersection locations are listed below:

 

                     To facilitate access to the Cotton Belt Trail, reconstruction, and improvements to crosswalks and signals at:

 

o                     Hillcrest Road & La Manga Drive

o                     Campbell Road & Meandering Way

o                     Prestonwood Boulevard & Arapaho Road

 

                     Other Intersection project elements by location:

 

o                     To connect the Preston Ridge Trail to the Cotton Belt Trail - construct pedestrian connections, crosswalks, and sidewalk improvements from Wester Way to Preston Ridge Trail

o                     Upgrade crosswalks and traffic signals at Golden Creek Road & Arapaho Road

o                     Upgrade crosswalks and traffic signals at Campbell Road & Davenport Road

o                     Upgrade crosswalks and traffic signals at Knoll Trail & Arapaho Road

o                     Partial upgrade of traffic signal and crosswalk at Keller Springs Road & Knoll Trail

 

The current total Project cost estimate is $2,150,000.00, and the City of Dallas’ portion of the cost is $1,150,000.00.

 

This PSA is to specifically identify the Project changes in the rights and responsibilities of each party as set forth in the Master Agreement. This PSA will be an addition to the Master Agreement and incorporate each of its terms and conditions. All terms of the Master Agreement remain in full force and effect except as modified by the PSA. In the event of any conflict between the Master Agreement and the PSA, the PSA will control specifically to the Project.

 

Chapter 791 of The Texas Government Code and Chapters 251 and 472 of the Texas Transportation Code provide authorization for local governments to contract with each other for the performance of governmental functions and services, as well as joint funding of road construction or improvements of road or street projects.
