Title
Authorize (1) an increase to the construction services contract with Vescorp Construction, LLC dba Chavez Concrete Cutting to implement an Alley Trail Conversion Project on a select group of alleys in various locations; (2) reducing Street and Alley Improvements Fund capacity by $3,031,696.07; and (3) replace the fund capacity with Coronavirus State and Local Fiscal Recovery and Community Development Block Grant funds for a zero-dollar change order, keeping the contract amount at $13,887,150.00 - Financing: Coronavirus State and Local Fiscal Recovery Funds (ARPA) ($2,031,696.07), Community Development Block Grant Fund (CDBG) ($1,000,000.00)

BACKGROUND
This action will authorize Change Order No. 1 to the construction services contract with Vescorp Construction, LLC dba Chavez Concrete Cutting, to implement an Alley Trail Conversion Project on a select group of alleys in various locations and to authorize reducing Street and Alley Improvements Fund capacity by $3,031,696.07 and replace with Coronavirus State and Local Fiscal Recovery Funds (ARPA) and Community Development Block Grant Fund (CDBG) funds for a zero-dollar change order, keeping the contract amount at $13,887,150.00.
On May 25, 2022, City Council approved a thirty-six-month contract with Vescorp Construction, LLC dba Chavez Concrete Cutting for the 2022 Dallas Sidewalk Master Plan Improvements that includes water and wastewater adjustments at various locations throughout the City, in an amount not to exceed $13,887,150.00, by Resolution No. 22-0794.
The Dallas Sidewalk Master Plan, completed in June 2021, is a targeted path forward that is aimed at improving pedestrian mobility. Through this work, a data driven methodology system was utilized to identify the most impactful projects to increase accessibility for pedestrians, improve safety for all City residents, and address sidewalk needs in historically underserved communities.
Projects being implemented with this contract include priority projects identified in the Dallas Sidewalk Master Plan’s 12 Focus Areas and the Alley Trail Conversion Project. These projects will be constructed with funds from the 2022 Certificate of Obligation Fund, 2023 Certificate of Obligation Fund, Street and Alley Improvement Fund, General Fund, ARPA Funds and CDBG Fund. With implementation of the construction service contract, Improvements will allow for social distancing, pedestrian mobility, and enhance city recovery in the wake of the pandemic.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 23, 2021, City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.
On September 22, 2021, City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the ARPA funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Funds by Resolution No. 21-1590.
