Authorize (1) a Senior Home Rehabilitation Program (Program) as described in Exhibit A to provide a grant of up to $10,000.00 per home (located within the city of Dallas and owned by a senior citizen as a primary residence with an income at or below 80 percent of the area median income) for eligible home repairs; (2) execution of all documents and agreements necessary to implement the Program, including but not limited to agreements with homeowners, contractors, and/or administration agreement(s), and change orders/amendment, each approved as to form by the City Attorney, for the Program; and (3) up to 10 percent of the funds to be utilized for program administration - Not to exceed $100,000.00 - Financing: General Fund

BACKGROUND
The Department of Housing and Neighborhood Revitalization (Housing) has identified a need for home repairs for senior citizens. The National Medicare Health Insurance defines persons over the age of 65 as senior citizens, therefore the Program benefits will align with Medicare’s definition of a senior citizen.
Housing will use this age requirement to align resources available for this population. Targeting this age group allows Housing the ability to assist a population on a fixed income with housing rehabilitation needs. The Program will address home repairs to provide assistance to low- to moderate-income senior citizens at or below 80% of the area median income (AMI). The Program will provide a grant of up to $10,000.00 per household for repairs to homes.
This action will authorize the establishment of the Program Statement as described in Exhibit A to provide a grant of up to $10,000.00 per household for home repairs for senior citizens with at or below 80% of the AMI (low- and moderate-income) to make eligible repairs to homes and the execution of all documents and agreements, approved as to form by the City Attorney, necessary to implement the Program.
Applicants for this program will be selected via weighted lottery based on the following cohorts: Applicant(s) 65 and older, Applicant(s) 75 and older, and Applicant(s) requesting accessibility repairs. The lottery is structured so that those in the cohorts “Applicant(s) 75 and older” and “Applicant(s) requesting accessibility repairs” are more likely to be selected than those between the ages of 65 and 74. Applicants will be assessed on the date of drawing.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 21, 2022, City Council approved the City Budget that included these funds by Resolution No. 22-1480.
On October 24, 2022, Senior Affairs Commission was briefed on program design.
The Housing and Homelessness Committee was briefed regarding this item on December 13, 2022.
