Authorize a one-year cooperative purchasing agreement for Microsoft unified enterprise support services for the Department of Information and Technology Services with Microsoft Corporation through the Texas Department of Information Resources cooperative agreement - Not to exceed $546,714 - Financing: Data Services Fund

BACKGROUND
This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This cooperative agreement provides for Microsoft unified enterprise support services for the Department of Information and Technology Services. This comprehensive enterprise support set of services helps optimize information technology solutions and include:
• Proactive services to help improve the health of information technology infrastructure and operations
• Service Delivery Management to facilitate planning and implementations
• Prioritized 24x7 problem resolution services to minimize downtime
The Texas Department of Information Resources cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On April 25, 2018, City Council authorized a three-year service contract for Microsoft premier support services with Microsoft Corporation through the State of Texas Department of Information Resources cooperative agreement by Resolution No. 18-0616.
On January 27, 2021, City Council authorized a one-year cooperative purchasing agreement for Microsoft premier support services for the Department of Information and Technology Services with Microsoft Corporation through the Department of Information Resources cooperative agreement by Resolution No. 21-0244.
On January 26, 2022, City Council authorized a one-year cooperative purchasing agreement for Microsoft premier support services for the Department of Information and Technology Services with Microsoft Corporation through the Department of Information Resources cooperative agreement by Resolution No 22-0240.
