BACKGROUND

 

On May 22, 2019, City Council authorized a contract with Halff Associates, Inc. to provide engineering services for storm drainage improvements at seven locations including the 9700 Block of Forestridge Drive & 9600 Block of Chiswell Road, Hughes Lane at Kalani Place, 7028 Creek Bend Road, 16209 Meandering Way, 5910 Tree Shadow Trail, Rexford Drive at Shorecrest Drive, and 3500 Versailles Avenue. Each of these locations required improvements to provide adequate capacity for the conveyance of storm water flows and to address localized flooding during storm events.

 

On January 14, 2021, Administrative Action No. 21-5218 authorized Supplemental Agreement No. 1 with Halff Associates, Inc. for additional engineering work required to implement drainage improvements at Hughes Lane that are now complete.

 

During the evaluation and preliminary engineering phase of the project, Halff Associates, Inc. and Dallas Water Utilities determined that additional engineering services beyond the scope of the original contract would be necessary for three locations. The original scope of work at 16209 Meandering Way, 5910 Tree Shadow Trail, and 3500 Versailles Avenue was not adequate to address flooding due to downstream conditions and capacity restrictions.

 

This action will authorize Supplemental Agreement No. 2 with Halff Associates, Inc. to provide additional engineering services necessary to complete the required improvements at each location. The additional services include drainage pipe analyses and design, hydrologic/hydraulic analysis, surveying, geotechnical investigation/analysis, right-of-way and easement document preparation, and construction administration. At 16209 Meandering Way, drainage and paving improvements will be extended from the low point to the intersection of Carta Valley Drive. A parallel storm drain will be installed at the upstream end of the project on Tree Shadow Trial to divert flow to an independent drainage relief system. For Versailles Avenue, a relief trunk line will be designed from the intersection of Lemmon Avenue and North Versailles Avenue to the open channel outfall near Peeler Street.
