Authorize a construction services contract for Warranted Traffic Signal Installations - October 2022 to reconstruct traffic signals at the intersections of Midway Road at Merrell Road and Arapaho Road at Golden Creek Road - Texas Standard Construction, Ltd., lowest responsible bidder of three - Not to exceed $826,160.07 - Financing: Street and Transportation (A) Fund (2017 General Obligation Bond Fund) ($445,160.07), Capital Projects Reimbursement Fund ($200,000.00) and Transportation Special Projects Fund ($181,000.00)

BACKGROUND
Episcopal School of Dallas (ESD), located at the southwest corner of Midway Road and Merrell Road, provided a traffic study that showed needed modifications to the eastbound and northbound portion of the intersection. Since the traffic signal at this intersection is over 40 years old, ESD provided contribution for the complete reconstruction and upgrade of the signal.
This action will authorize a construction services contract with Texas Standard Construction, Ltd., lowest responsible bidder of three, for Warranted Traffic Signal Installations - October 2022 to reconstruct traffic signals at the intersections of Midway Road at Merrell Road and Arapaho Road at Golden Creek Road.
Bid specifications were developed and publicly advertised on October 14, 2022, for competitive bids associated with the Warranted Traffic Signal Installations - October 2022 Project. Bids were opened on November 18, 2022.
Texas Standard Construction, Ltd. has had no contractual activities with the City of Dallas in the past three years.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On August 26, 2020, City Council authorized the receipt and deposit of funds in an amount not to exceed $200,000.00 from the Episcopal School of Dallas in the Capital Projects Reimbursement Fund for material, equipment, and labor provided by the City related to the reconstruction of an existing traffic signal at Midway Road and Merrell Road by Resolution No. 20-1229.
On January 25, 2023, City Council authorized a Project Specific Agreement with Dallas County that included $181,000.00 in funding for crosswalk and signal upgrades at the intersection of Arapaho Road and Golden Creek Road by Resolution No. 23-0177.
