BACKGROUND

 

 

In May 2021, the Dallas City Council unanimously adopted an Economic Development Policy. Thereafter, the City of Dallas (the “City”) engaged, in accordance with Section 10.6.6 of Administrative Directive 4-05, HR&A Advisors, Inc. (“Provider”) as a consultant to advise on aligning the Policy with other work ongoing in the City. The City entered into a service agreement with Provider for analytical, strategic, and community planning consultant services on June 23, 2021, to implement the then-current Economic Development Policy, refine the policies and metrics, form an advisory task force for policy implementation, and engage with stakeholders, authorized by Resolution No. 21-1154. The term of this agreement was for the period of June 23, 2021 to December 31, 2022.

 

Over the past 18 months, City staff has been working with Provider and the Economic Development Policy Task Force, chaired by former Council Member Jennifer Gates, to clarify policy action items for City staff, align the action items with ongoing plans, programs, policies, and other City initiatives, designate lead City departments to implement the action items, consolidate and prioritize action items, and increase the accountability framework within the Economic Development Policy. City staff believes that the supplemental agreement is in the best interest of the City as it will leverage the time, knowledge, and resources that City staff and Provider have invested under the recent agreement while ensuring the seamless continuation of analytical, strategic and community planning consultant services for the implementation of the Economic Development policy, including revisions to the Historic Preservation Policy, the recently adopted Economic Development Incentives Policy, and related work from other impacted City departments.

 

While much progress has been to further the implementation of the Economic Development Policy, work remains to be completed on the Historic Preservation Policy and implementation of the recently adopted Economic Development Incentives Policy, among other tasks. In accordance with Sections 13.1.2 and 13.4.3 of Administrative Directive 4-05, as amended, City staff wishes to extend the service agreement term for an additional twelve months and update the scope of services for analytical, strategic and community planning consultant services to fully realize additional aspects of the Policy’s implementation and additional related matters as set forth within the updated Scope of Services (Exhibit A) to include: implementation of the proposed Historic Preservation Policy, implementation of the recently adopted Economic Development Incentives Policy, Community Development unit planning and launch support, advising on equitable budgeting and bonding, developing a Small Business Center roadmap, and ongoing strategic advice related to these matters.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 23, 2021, City Council authorized a service agreement for consultant services with HR&A Advisors, Inc. in an amount not to exceed $1,296,000.00 to implement the City of Dallas Economic Development Policy, by Resolution No. 21-1154.

On January 25, 2023, following a duly called and held public hearing, the City Council authorized the adoption of the Economic Development Policy and the Economic Development Incentives Policy by Resolution No. 23-0220.

 

City Council was briefed by memorandum regarding this matter on February 3, 2023.
