BACKGROUND
This action will authorize a three-year professional design services contract with BGE, Inc., for the design of traffic signals at six intersections and other related tasks.
The following signals will be designed with this contract:

Hillcrest Road at Spring Valley Road 11
Dallas Parkway at Frankford Road 12
President George Bush Turnpike at Midway Road 12
Park Lane at Shady Brook Lane 13
Midway Road at Royal Lane 13
In August 2022, the City of Dallas released a Request for Proposals (RFP) through Questionnaire to Shortlisted Firms for engineering services for traffic engineering and intelligent transportation systems services.
A three-member committee from the Department of Transportation reviewed and evaluated the proposals. The successful proposer was selected by the committee on the basis of demonstrated competence and qualifications under the following criteria:
- Experience and Capability 35 points
- Responsiveness and Qualifications 30 points
- Business Inclusion & Development Policy 15 points
- Quality Assurance and Control 10 points
- Current Projects and Litigations 10 points
Coronavirus State and Local Fiscal Recovery Funds are eligible within the Qualified Census Tract areas to improve various intersections to promote the safety of all right-of-way users including motorist, cyclists, and pedestrians.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 23, 2021, City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.
On September 22, 2021, City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the ARPA funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Funds by Resolution No. 21-1590.
On September 28, 2022, City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2022-23 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the American Rescue Plan Act funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund by Resolution No. 22-1480.
