BACKGROUND

 

The City of Dallas desires to enter into an Advanced Funding Agreement (AFA) with TxDOT to accept federal funding through the Congestion Mitigation and Air Quality Improvement (CMAQ) Program for the reconstruction and widening of sidewalks with the installation of pedestrian streetlights and the reconstruction/upgrade of the crosswalks and associated traffic signal infrastructure on West Camp Wisdom Road from U.S. 67 to South Westmoreland Road in Dallas County (“Project”).

 

The Project is being funded with 80% federal sources and 20% local participation. The City’s participation includes $98,000.00 for design, $1,372,000.00 for construction costs, and $30,000.00 to be paid to TxDOT for direct state cost. TxDOT is contributing $5,880,000.00 in federal reimbursement, $120,000.00 in direct state cost, and $354,750.00 in indirect state cost. The total estimated project cost is $7,854,750.00.

 

This action will authorize an AFA with TxDOT for the construction of the Project and local participation in the amount of $1,500,000.00 with $30,000.00 being paid to TxDOT for direct state cost and $1,470,000.00 for engineering and construction costs.

 

Any change orders or overruns are the responsibility of the City of Dallas.

 

Coronavirus State and Local Fiscal Recovery Funds are eligible within the Qualified Census Tract areas to improve various intersections to promote the safety of all right-of-way users including motorist, cyclists, and pedestrians.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 23, 2021, City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.

 

On September 22, 2021, City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the ARPA funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Funds by Resolution No. 21-1590.

 

On September 28, 2022, City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2022-23 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the American Rescue Plan Act funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund by Resolution No. 22-1480.
