Authorize a construction services contract for the construction of Street Reconstruction Group 17-1410 - (list attached to the Agenda Information Sheet) - Estrada Concrete Co., LLC, lowest responsible bidder of four - Not to exceed $3,246,608.20 - Financing: Street and Transportation (A) Fund (2017 General Obligation Bond Funds) ($2,963,343.20), Water Capital Improvement F Fund ($162,310.00), Water Construction Fund ($8,700.00), Wastewater Capital Improvement G Fund ($105,505.00), and Wastewater Construction Fund ($6,750.00)

BACKGROUND
This action will authorize a construction services contract with Estrada Concrete Co., LLC, for the construction of three street reconstruction projects as Street Reconstruction Group 17-1410.
The scope of the project group will include replacing the existing deteriorating streets with new reinforced concrete pavement, curb, gutter, sidewalk, driveway approaches, pavement marking, storm drainage, water and wastewater improvements and other miscellaneous items necessary to complete the project in accordance with the plans and specifications.
Estrada Concrete Co., LLC is a Hutchins-based corporation, operating within the corporate city limits of Hutchins, Texas.
The following chart illustrates Estrada Concrete Co., LLC’s contractual activities with the City of Dallas for the past three years:

If this project group is not awarded for construction at this time, the streets will continue to deteriorate causing additional pavement cracking and potholes to form, creating additional maintenance costs for the City and potential damages to vehicles utilizing the streets. Field conditions may also change, which will require modifications to the engineering design plans, requiring additional funding and time to address.

Complete Construction April 2024

On September 14, 2022, City Council authorized the rejection of bids for the construction services contract for Street Reconstruction Group 17-1410 and the readvertisement for new bids by Resolution No. 22-1355.
