Title
Authorize a three-year service price agreement for specialized training for Fire-Rescue Department, Water Utilities Department, and the Department of Code Compliance with Texas A&M Engineering Extension Service-TEEX through an interlocal agreement with Texas A & M Engineering Extension Service - Estimated amount of $1,015,914.60 - Financing: General Fund ($861,675.00) and Dallas Water Utilities Fund ($154,239.60) (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This service price agreement will allow for specialized training for Fire-Rescue Department (DFD), Water Utilities Department (DWU), and the Department of Code Compliance (CCS) from Texas A & M Engineering Extension Service (TEEX), a state agency.
DFD’s Special Operation Bureau includes a highly specialized Urban Search and Rescue tactical operation division that require specific training for certification. Training areas include structural collapse, ropes rescue, confined space, trench rescue, technical search, vehicle machinery, logistic specialist, medical specialist, and task force leadership. DWU utilizes over 14 different courses, including wastewater and water operator certifications, pump and motor training, backflow prevention, hazardous waste management, and disaster management for water and wastewater. The Water and Wastewater Training Program at TEEX is the premier water and wastewater training organization in the United States, since 1939. CCS utilizes the Basic Code Enforcement Course which properly train staff with the ability to pass Texas Department of Licensing and Regulatory testing needed to become certified/licensed to issue warning and citations to business or residents.
TEEX operates a comprehensive emergency preparedness and infrastructure training campus, which includes facilities for hands-on training. Courses are conducted by certified instructors, specializing in their respective fields. TEEX offers on-site, customized training and services to municipalities and public agencies across the globe. Home to the National Emergency Response and Rescue Training Center, TEEX also sponsors the Texas Task Force 1 urban search and rescue team. A state extension training agency, TEEX is part of the Texas A & M University System.
The interlocal agreement with Texas A & M Engineering Extension Service is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 22, 2016, City Council authorized a three-year service contract for specialized training for Fire-Rescue and Water Utilities with Texas A & M Engineering Extension Service through an Interlocal Agreement with Texas A & M Engineering Extension Service by Resolution No. 16-1045.
