BACKGROUND

 

These interlocal agreements will provide for an Upskilling Dallas Program. The City of Dallas Small Business Center has sought proposals from eligible entities through an open application process to deliver certified skills training, workforce training, and/or education for employment opportunities for eligible participants, with such training or opportunities leading to a living wage. Workforce training is focused on the current target labor market needs in Dallas including, targeted industries, such as advanced technical and advance learning programs, solar technician, advanced telecommunications, and advanced IT, FinTech advanced, manufacturing, biotechnology, electrical vehicle technician, alternative teacher certification, business services, or other industries with strong employment growth projections that result in a living-wage job ($15.21 per hour) for working-aged adults.

 

Eligible participants include City residents who have been financially impacted by the COVID-19 pandemic and who are members of a qualifying low- or moderate-income household. A low-income household means a household with income at or below 65 percent of the Federal Poverty Guidelines for the size of its household based on the poverty guidelines published most recently by the Department of Health and Human Services. A moderate-income household means a household with income at or below 80 percent of the Federal Poverty Guidelines for the size of its household based on poverty guidelines published most recently by the Department of Health and Human Services. Additional households may qualify for eligibility based on a demonstrated financial need, such as due to unemployment, an increase in food or housing insecurity, and/ or a household that qualifies for Children’s Health Insurance Program, Childcare Subsidies through the Child Care development fund (CCDF) Program or Medicaid.

 

The workforce training program has been designed to address the declining workforce by making strategic recovery efforts and provide upskilling to unemployed workers, and under-skilled individuals.  This City-led workforce training program will include data tracking analysis to address the rapid changes in labor market trends and gaps within the city of Dallas economy to ensure participants receive training and skills needed. ARPA funding in the amount of $500,000 will be used to accomplish these priorities. These trainings are designed for City residents that have been financially impacted by COVID-19 and who are members of low- and moderate-income households.

 

A three-member committee from the following departments reviewed and evaluated the qualifications:

The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:

As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes.  To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.

 

On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141.  The calculated living wage during the solicitation process of this contract is $17.82; the selected vendor meets this requirement.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 23, 2021, City Council authorized the acceptance of American Rescue Plan Act funds (ARPA funds) from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.

 

 

On August 18, 2021, City Council was briefed on allocation of funds from the American Rescue Plan Act, including allocation of $500,000.00 for one (1) or more recipient(s) to serve as subrecipient(s) in administering Upskilling Dallas Program(s) to mitigate the negative financial impact from the COVID-19 pandemic.

 

On September 22, 2021, City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the ARPA funds from the Treasury for the Coronavirus Local Fiscal Recovery Funds by Resolution No. 21-1590.
