BACKGROUND

 

In late April 2022, the U.S. Department of Housing and Urban Development (HUD) announced that approximately $24.4 million has been allocated to the City of Dallas under the second tranche of funds released from the Disaster Relief and Supplemental Appropriations Act of 2022. This funding was allocated to the City as a result of the winter and ice storm that occurred in February 2021.

 

The City of Dallas received a direct allocation of CDBG-DR. These funds are typically awarded to the State, and the City of Dallas had never received CDBG-DR Funds from the State or a direct allocation. The CDBG-DR Funds must only be spent for necessary activities related to disaster recovery, restoration of infrastructure and housing, economic revitalization, and mitigation in the “most impacted and distressed (MID)” areas of qualifying disasters. All of Dallas is included in the MID.

 

On December 14, 2022, the City Council authorized final adoption of the 2022 CDBG-DR Budget and draft Action Plan. The Action Plan including the approved budget along with details of the City’s plans for the use of funds to address unmet recovery needs, and mitigation was due to HUD on December 28, 2022.

 

Prior to submitting the City Council’s approved budget to HUD on December 28, staff learned that an additional allocation of CDBG-DR Funds would potentially be directed to the City. The City held its submission pending notification of additional funds, and on January 18, HUD distributed an Allocation Amendment Notice increasing the amount of CDBG-DR Funds to the City by $15,967,000.

The Allocation Amendment Notice also permitted the City to submit a single budget and Action Plan covering the full allocation of $40,400,000. The City’s submission is now due to HUD by May 18, 2023.

 

A summary of the City’s Proposed 2022 Amended CDBG-DR Budget and draft Action Plan will be made available for public review and comment on or about March 8, 2023 through April 11, 2023, and a notice will be published in the Dallas Morning News on or about March 19, 2023.

 

This action authorizes preliminary adoption of the Proposed 2022 Amended CDBG-DR Budget and draft Action Plan and a public hearing to be held on April 12, 2023 before the Dallas City Council.

The Community Development Commission was briefed by memorandum on the Proposed 2022 CDBG-DR Budget and draft Action Plan on October 24, 2022.

 

The City Council was briefed on the “Proposed 2022 CDBG-DR Budget and draft Action Plan”.

 

On November 3, 2022, the Community Development Commission was provided an update on the Proposed 2022 CDBG-DR Budget and draft Action Plan.

 

On November 9, 2022, City Council authorized preliminary adoption of the Proposed 2022 CDBG-DR Budget and draft Action Plan and a public hearing to receive comments on the proposed use of funds by Resolution No. 22-1664.

 

On December 14, 2022, City Council adopted the 2022 CDBG-DR Budget and draft Action Plan in the amount of $24,433,000 by Resolution No. 22-1836.
