BACKGROUND

On March 9, 2022, the City Council authorized a construction services contract with Energy Resources, Inc. for dredging of the pond located within Watercrest Park at Lake Highlands Town Center by Resolution No. 22-0478. The seven-acre pond has accumulated significant sediment since its construction in 2009 and has been reduced from a 6-foot average depth to 1-2 feet (a reduction in volume of approximately 90 percent). The contractor will dredge approximately 42,600 cubic yards of accumulated sediment to restore the pond to a depth of 9 feet in the southern portion and perform a light dredge of 1.5 feet in the northern portion to preserve natural habitat.

This action will authorize Change Order No. 1 to the construction services contract with Energy Resources, Inc. for additional work associated with dredging of the pond. After award of the construction contract, it was determined that the anticipated access and staging area was not available. The contractor and City staff worked together to find another suitable access route and staging area to complete the work.
