BACKGROUND

 

On May 10, 2018, the North Central Texas Council of Governments’ Regional Transportation Council approved funding for pedestrian improvements including traffic signals, sidewalks, crosswalks, lighting, and intersection improvements at various locations within the boundaries of U.S. 75 to the west, Greenville Avenue to the east, Lovers Lane to the north, and Mockingbird Lane to the south in the City of Dallas. Funding for the project was set at 80% for federal Congestion Mitigation and Air Quality (CMAQ) funds and 20% from local match funds for engineering, right-of-way acquisition, utility relocations, and construction.

 

On April 14, 2021, the City of Dallas and the Texas Department of Transportation (TxDOT) entered into an Advanced Funding Agreement (AFA) to accept a grant from the United States Department of Transportation Federal Highway Administration through TxDOT for the CMAQ Improvement Program (Agreement No. CSJ 0918-47-281 and ROWCSJ 0918-47-302, CFDA No. 20.205) in the amount of $3,453,238.00 as federal share in the total project cost of $4,599,748.00 (includes Federal and State participation of $3,718,820.00) for costs related to the preparation of preliminary engineering (design schematic and environmental documents/public involvement) (this action), plans, specifications and estimates, right-of-way acquisition, utility relocations, and construction of pedestrian improvements including traffic signals, sidewalks, crosswalks, lighting, and intersection improvements at various locations within the boundaries of U.S. 75 to the west, Greenville Avenue to the east, Lovers Lane to the north, and Mockingbird Lane to the south. The City of Dallas is the lead agency to administer the engineering, right-of-way acquisition, utility relocation, and construction of the project pursuant to the terms of the AFA. Additionally, the AFA allowed the City of Dallas to proceed with the federal procurement process to select a firm for the necessary engineering.

 

The City of Dallas will complete the delivery of this project in three-phases: Phase I Preliminary Engineering Services (this action); Phase II Detailed Design covering plans, specifications, and estimates; and Phase III Construction.

 

On March 16, 2022, the City of Dallas issued a Request for Qualifications (RFQ) CIZ22-TRN-2029 - Mockingbird Lane Pedestrian Improvements Engineering Services and subsequent Request for Proposal (RFP) and received seven submissions from interested firms. Kimley-Horn and Associates, Inc., was selected by the review committee as the most highly qualified proposer to provide preliminary engineering services for the Mockingbird Pedestrian Improvement Project.

 

If approved, this action will authorize a professional engineering services contract with Kimley-Horn and Associates, Inc., to perform Phase I activities of the project covering the development of schematics, environmental design plans, and associated preliminary design elements for the project.
