BACKGROUND

 

This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

 

This cooperative purchasing agreement will provide for the purchase, installation, hardware monitoring, and support for a secondary backup circuits for the Department of Information and Technology Services. The City is purchasing the secondary circuits needed to support increased network traffic resulting from the software defined wide area network and disaster recovery service projects. The secondary circuits provide a backup path through which network traffic can pass in the event that primary circuits go down as a result of a disaster.

 

The secondary circuits are used to deliver network traffic that will allow for the provision of the most crucial services, such as public safety and water to Dallas residents.

 

Some key benefits to implementing the tools include but are not limited to:

 

                     Moving the City into compliance with an audit finding from the IBM Data Center Study and Evaluation Services Physical Facility Assessment

                     The ability to continue delivering key services despite a disaster striking the City

                     The diversification of the City’s circuit provider to ensure a backup exists to the City’s current circuits.

 

 

The Sourcewell cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
