Ramey and Associates, Inc. for additional engineering design services on Wheatland Road from the city limits to University Hills Boulevard - Not to exceed $162,245.18, from $655,815.79 to $818,060.97 - Financing: Street and Transportation (A) Fund (2017 General Obligation Bond Fund) ($116,135.18), Water Capital Improvement F Fund ($22,225.02) and Wastewater Capital Improvement G Fund ($23,884.98)

BACKGROUND
Lina T. Ramey and Associates, Inc. was established in 1998 in Dallas, Texas and their current corporate headquarters is located in Farmers Branch, Texas. On March 27, 2019, City Council authorized a professional services contract with Lina T. Ramey and Associates, Inc. for preliminary engineering design to develop an alignment study for three alternative alignments, environmental constraints analysis, data collection and analysis, conceptual drainage, documenting major utilities and potential impacts, and traffic projections for establishing a new roadway for Wheatland Road from the city limits to University Hills Boulevard by Resolution No. 19-0411.
The alignment study began April 2019 and was completed October 2019. The alternative alignments were presented to the public for input on the selection and Alignment B was selected as the preferred alignment.
On June 24, 2020, the City Council authorized Supplemental Agreement No. 1 to the professional services contract with Lina T. Ramey and Associates, Inc. to provide additional engineering design services for the construction of a new four-lane undivided roadway with reinforced concrete pavement, curb, gutter, bicycle/pedestrian facilities, intersection reconstruction, water, storm drainage, a new bridge, culvert and street lighting on Wheatland Road from the city limits to University Hills Boulevard by Resolution No. 20-0977.
During design, it became necessary to modify the alignment of the Wheatland Road connection to University Hills Boulevard. Also, additional water and wastewater improvements are being added to the project scope.
This action will authorize Supplemental Agreement No. 2 to the professional services contract with Lina T. Ramey and Associates, Inc. for additional survey, geotechnical, environmental, traffic signal, water and wastewater design services necessary to complete the design of Wheatland Road from the city limits to University Hills Boulevard.
If this action is delayed or deferred, it would delay the implementation of Wheatland Road from the city limits to University Hills Boulevard, thus delaying implementation of the 2017 Bond Program and other Dallas Water Utilities’ projects in the area.

On March 27, 2019, the City Council authorized a professional services contract with Lina T. Ramey and Associates, Inc. to provide the preliminary engineering design to develop three alignments for the Wheatland Road from the city limits to University Hills Boulevard, in an amount not to exceed $65,000.00, by Resolution No.19-0411.
On June 24, 2020, the City Council authorized Supplemental Agreement No. 1 to the professional services contract with Lina T. Ramey and Associates, Inc. to provide additional engineering design services for Wheatland Road from the city limits to University Hills Boulevard, in an amount not to exceed $590,815.79, increasing the contract amount from $65,000.00 to $655,815.79, by Resolution No. 20-0977.
