BACKGROUND

 

This agreement will provide for the administration of family violence intervention programs for residents of Dallas that have been impacted and/or had their needs exacerbated by the COVID-19 pandemic for the Office of Community Care.  These programs will provide family violence intervention, including individual counseling and group counseling, housing, and shelter operation costs. Target populations include low and moderate-income residents and/or Dallas residents living in qualified census tracts. The Office of Community Care has sought nonprofit organizations through an open application process.

 

Family violence prevention and intervention are critical needs that have become more urgent during the COVID-19 pandemic as family violence incidents have increased in Texas and in the city of Dallas. According to Texas Uniform Crime Reporting, in 2020, law enforcement officers in Texas responded to 218,950 incidents of family violence, a 10 percent increase from 198,899 incidents in 2019; approximately 60,000 of these incidents were identified as intimate partner violence. The City of Dallas 2020 Domestic Violence Task Force Report states that from 2019 to 2020 family violence homicides remained the same while family violence aggravated assaults increased by 8.6 percent.

A four-member committee from the following departments reviewed and evaluated the qualifications:

The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:

As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes.  To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.

 

On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141.  The calculated living wage during the solicitation process of this contract is $15.21; the selected vendor meets this requirement.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 23, 2021, the City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.

 

On August 18, 2021, the City Council was briefed on allocation of funds from the American Rescue Plan Act, including allocation of $2,250,000.00 for Family Violence Prevention/Intervention - to provide treatment, counseling, and other services for the prevention and intervention of family violence.

 

On September 22, 2021, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the ARPA funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Funds by Resolution No. 21-1590.
